Definitely not a common nogi sweep but just wondering if it has a name.
People call it a Roleta sweep and it is almost never done without the gi.
It's essentially a modified tomoe nage sweep (also called a Roleta sweep), but with the knees and shins as the point of contact on the body, rather than the feet. Definitely much more common in the gi where you can control the sleeves. You need to draw his weight forward over your hips in order for it to work, so it's hard to do no gi unless the guy makes a mistake with his weight distribution.
