A gang beating the shit out of someone is a very serious offence and extremely dangerous, but not necessarily to the extent that they must be tried as adults.

Pure adult behaviour is required to try children as adults. Murdering people in cold blood, terrorism, etc.

It's a phenomenon we've seen before in the 70s. People get tired of the lawlessness. It was reflected in the rise of vigilantism movies like Death Wish, Dirty Harry and such. Rampant crime, high prices, growth of gangs in cities, ineffectual law enforcement and politicians all contributed.

Cycles of permissiveness and kumbaya holistic bullshit followed by a backlash toward authoritarianism, rough justice and a certain amount of conservatism.
