Remember, it comes down to one worker somewhere in the Department of State or whichever agency handles visa applications. She might not know who this is, and might have orders to scrutinize applications from China.

Actually I have a lot of experience with the US consulate in Guangdong, they are super corrupt with regards to who gets Visas and who doesn't. You need to have money, good looks and open legs (if your a woman), or a letter from a congressman to get anything but a tourist visa from them. The guys I helped even had a letter from a union president attesting that they were coming to the USA to install high-vacuum equipment in a union-shop US factory (steel industry), and would result in 40 new American jobs, and even those two guys were denied, with no reason given.
