He most likely wants Cyborg to lower her walk around weight to be able to compete at 135. She'd simply be more valuable there as opposed to relying on a few bantamweights to agree to 140 lb catch weight fights. The simple reason for this is none of them have any obligation and most likely only the women who are ranked low and not in title consideration will agree. Also, it's pretty hard to pay her top dollar - or expect huge PPV numbers - if she isn't fighting the top ladies. And no, I do not believe Rousey will agree to fight catch weight at 140 lbs, either.
