You could combine LHW with HW and it would be a normal sized division.

Who do you think is going to get the title after DC retires?

Whether we like them or not every fighter that is 30 and above can't be considered the hope of MMA. The next big thing is most probably outside the UFC. In there only legit fighters below 30 are Blaydes and Volkov.

DC is 39, Stipe 36, Brock 40, Cain and JDS 35+ Glover is around 39. Hunt Oleinik Arlovski Reem are all done. Bader I think takes the Bellator GP but he is 35 too.

At HW? I wouldn't be surprised if Stipe regained it but I'm not too sure who gets it at LHW, hopefully some up and coming fighter.
