I think the product has been great.. the womens division is exciting, the tag team divison is stacked.. no big show, no kane, no 20 minute promos... new talent getting high spots in the card.. plus throw in NXT.. WWE has been great since WM

And we've been seeing RAW going downhill for 15 years ratings wise.

It takes time to rebuild. 15 years of shit isn't going to be miraculously cured.

They're not hot-shotting. Solid booking, solid matches, no authority.

Try rebuilding a brand after shitting on it for years.

Having fucking WM meaning nothing doesn't help.

It's been significantly better... it seems like they're trying to build up new wrestlers, having longer/better matches, tag team shit, minimizing Roman related segments and giving the under card feuds.

IC and US champs still losing constantly.. those titles are still being made to not matter at all, 50-50 booking, making it obvious they have no faith in anyone main eventing and McMahon heavy programming are still huge problems. So saying it's better doesn't mean it's great. It seems like they're taking steps in the right direction, hopefully.

They're simply continuing an (at this point) very established trend of dropping. As anyone in a business/sales or marketing role can tell you, initial re-branding, even an extensive one (which this is not, as it's simply a minor rise in product quality) will take time to reverse the previous trend.

Or we can all just be stupid and say "hur der! Kevin Owens on TV ratings down! Smarks women Kevin Nash!!!"
