Weight class with most eggregious cuts is MW

It did though, it was called Cruiserweight. The limit for it was 190lbs. Holyfield was CW champ who moved up to become a smallish HW champ, usually weighing in around 208-213lbs

Boxing has a lot more weight divisions to accommodate athletes of varying sizes. Which is why they don't have nearly as many weight misses. MW in boxing is 160lbs compared to the 185lbs in the UFC
The cw limit is 200. From 175 to 200 in boxing is a wasteland of fighters. Cw has had 2 or 3 really good fighters over 40 plus years. People either fight at lhw or move to hw. Usyk holeyfield are basically the only to great fighters to fight at the weight class except as an end of career or waystation.

Yeah, they're huge now. Whitaker looks small next to most of them.

Current Limit: In 2007, the limit was raised to 200 pounds (90.7 kg).

Not a scientist, but I’ve read that the more muscle you have the more water you can hold in your body. Being that weight cutting is really a water weight cutting contest, I can see how these guys can cut a lot more.
