He's far more active than he should have been as the interim champ, he isn't supposed to fight at all unless it's against the champ, so his title defense was a bonus.
Gane ducked Tom and Curtis Blaydes repeatedly, and only wants a fight now that Tom holds a belt. He's 3-2 in his last 5, and even Dana said he will be treating his last robbery as a Volkov win, so as far as UFC brass are concerned, Gane isn't coming off a win.
He's also the easiest fight in the top 5 for either Tom or Jon given his complete novice grappling.
