I've only met a Dutch person once in my life. I met a young Dutch couple in Cuba. The husband was in Dutch military and was stationed in Aruba, which is a Dutch colony. They were visiting Cuba.
They were both very nice to me but were exceptionally rude as visitors to the country. On two different occasions during the day I was with them, they disparaged the country and complained about the underhanded culture of Cuban cabbies. To be fair, they're right: Cuban cab drivers are famous for squeezing every penny they can out of you. But at one point the husband loudly proclaimed "I guess lying is just the Cuban way" in front of a long queue of drivers. That pissed me off quite a bit, and I'd probably would have been more confrontational to the guy about it, but he was also like 6'4 and jacked as shit.

There is no evidence he threw games though to my knowledge , it's no different from a fighter betting on themselves .Are the rules on sign stealing as clearly stated as gambling though?

It doesn't matter if he through games. Just betting on the games involving his team results in a lifetime ban per the rules.
I think the argument for him used to be that he only bet on his team as a manager and you go into the HOF as either a player, manager or owner so he should be eligible as a player.
Obviously cheating in the WS is very bad, but I don't know if there is a clear punishment in the rule book like betting on games does
