I think gang shootings shouldn't be labelled "mass shootings", different causes. When people think "mass shooting" they don't picture gang members doing drive-by's.

From what I read it sounded like it happened at the same location. As in while they were responding to the first shooting, someone else rocked up and decided to continue where the first guy left off. Until the police killed him of course.
I guess it's pretty bad when your mass shootings start overlapping.
