If I'm reading right, he's essentially arguing for common (or maybe "temporary" might be more accurate) ownership of land and natural resources. That would be interesting (an actually consistent right-wing libertarian is something I've never seen!), but I think it's more likely that he just doesn't realize what he's saying.

He's a troll, and he was on my ignore list before this thread. I'm not some Old West gunslinger obligated to take on everyone who wants a piece of me. If you troll for years, don't expect people to keep reading you. If he wants to start over, he should get a new account and do better.
