That's a generalization. It really depends on the franchise. One third isn't that far off from most popular games. Final Fantasy is about one third female. Same with Resident Evil.Its overrepresentation in the sense that the half of the global gaming population you speak of plays casual games like farm simulator, puzzle, and mobile games.
AAA games are played predominately by males who want representation because they are the audience who pays for the product.
Also, it begs the question. Do developers even need to be gamers themselves? How many times have we seen movie directors and actors interviewed saying that they never watch their own movies and barely watch other stuff. How many times have we seen athletes say that they don't watch their own sport they compete in? Ultimately, we just need people that are creative and passionate making games. I don't care if it's a 3 armed mutant as long as the game is good.
