I'm of the mind that Trump would do it regardless of whether Biden did it or not. He was already floating the idea of self pardons and preemptive pardons during his first term, and his attack on the rule of law has no parallel in modern American history.

If you oppose Biden's pardons but don't recognize the second part of what I said, I don't think you have a very learned perspective of American government and its history.

I would say most likely Biden had ni idea what was signed and most likely never knew about it. Members of his staff used it.

Proving it is a whole different process. I would think it would be very hard to do unless one of Biden's staff came forward to testify it happened. I don't think that's going to happen.

He was in the Virgin Islands on vacation at the time. I am sure they could easily produce a communication transcript or at least time log of them asking him about it.
