I think I'm probably going to agree with you, because... well, in all honesty, I do agree with your position, but I will still say many of the arrests that I'm aware of have incorporated some kind of threat - not necessarily "I am gonna do this", but driving people towards really revolting actions.

I heard from what I would consider credible news sources that UK authorities have arrested/sentenced 1000s of people for "hate speech" or "incendiary language" on social media, which to me sounds frightening, and certainly is below the bar of the US's First Amendment. I don't live in the UK, so not sure if I'm missing anything important in the info.
