The UFC has bent over backwards in regards to matchups, cherry picking fights, pay, sweeping incidents under the rug, letting him fight in boxing, etc.

With all that said, Conor is the "A side" here by a mile due to popularity. Most of Connor's fans are casuals who have no idea who Dustin is.

Theyre just giving the people what they want amd what makes them the most money. Conor sells a lot while Poirier not so much. Very few people are buying a card because of Dustin Poirier specifically. Mostly people from Louisiana and people that know him and thats it. Everyone else is buying it because they want to watch fights and this is a card. Conor will have hundreds of thousands of PPV buys just for him alone.

A big card coming up with some great fights and they choose to promote, very biased as well, the guy who assaults elderly men and is a suspected rapist.
