I'd say Volkov and Blaydes should be higher than Lewis.

Volkov is the real #1 contender IMO but he has no chance of beating DC so whatever
 
Much better than when Jennum won the title as a fresh alternate against Harold Howard.

It's gotten through bad times before.

Agreed, and look at the bottom of Fly, BW, FW, MW and like you said LHW. All the women's divisions.

For HW, UFC should bust out their wallet and get Minakov. There's a few young HW's now that can be good.
 
Pride Fedor, Nog, Sergei, Alex, Cro Cop, Randleman, (Sapp, Schilt, Hunt, Werdum) would smoke that division.
 
So, you think that a division's strength is based on the winning streaks of the top ranked fighters? No.

Long winning streaks often indicate that most of the division is weak or that the top fighters are running away from fighting each other.

Nobody having a long winning streak often indicates that everyone is facing an appropriate level of competition.
