Are they holding him back from going to lightweight? My understanding is that Ortega wants to fight at 145 where he has a bigger advantage, size wise?

I've seen rumblings that he wants to go to lightweight, and he clearly cannot make featherweight anymore.

Not sure if he's persisting on staying at featherweight or the UFC is doing it.
