Rousey won't be returning. At least not by ufc 200.
Holm vs Cyborg would be the fight. Then IF Rousey ever returns she can have the winner of that.
Rousey needs to learn a lot! Before fighting Holm again, she also is on 6 month suspension already now. She will be doing a movie. She wont be ready to fight

Her medical suspension is 6 months. That will end in May. Ufc 200 is to happen in June.
And Rousey is the second biggest money makin machine of the UFC behind McGregor only.
Of course she will be on UFC 200

I am a big fan of Tate and Holm. It would be a brawl. Tate would be motivated to show she is not forever 2ed place and of course Holm would want to keep the title.
