Now that we know that JJ and Brock both got tested pre fight and were caught using the same banned substance I need help understanding.

Why did two men who did the exact same thing get treated so differently. JJ couldn't compete, Brock could. They made a pre fight video basically tearing JJ a new one to publicly shame him for testing positive. Meanwhile Brock is heralded for his return.
