I watched the video and I’m not sure who he was comparing Byron to.

My interpretation was that he needs to do a better job at communicating to all voters as he needs as much support as possible to get elected. He's constantly needing to have someone run behind him to clarify his statements. Recently he's made many comments open to interpretation. You're right that many people will immediately assume he's talking about black people, and if by chance, that's not what he means, he did a shitty job communicating his message.

Since the message was unclear, we can't actually rule out he meant black people.
