He's finished his UFC contract. Rizin's probably his best option since a few of the US commissions random test now.
Don't know how much good it will do him tho. It's been 5 years since classic TRT Vitor.

Do we know this for sure? Has UFC extended him a new offer? If they did and he refused on grounds of retirement, he can't just go out and compete with another organization. The only way for him to compete is if UFC is no longer interested in his services and let him go. Need confirmation of that first.

That only lasts for around 90 days after he's completed his contract though. After that he can sign wherever he wants, even if UFC match the offer. That's what happened with Mousassi anyway.

Not the same, Mousasi never announced retirement, Vitor did, it's a different type of provision. I'm not convinced you can just retire and get out of the UFC contract and USADA testing poll this easily then go fight somewhere else unless if the UFC lets you.
