Yes it s clearly intentional as in they want to diminish likes because of server maintenance or something.

They got rid of other options, too. So all in all it‘s the same 2 clicks to like shit.

didnt need two clicks before. you could just click the big blue like button and it would like. you could also hover your mouse over the word like and then click the reaction.

not sure if its any different on mobile.
