You guys realize this series will take place a few years after the events of Return of The Jedi so after the fall of the empire in places beyond the reach of the New Republic.

So you see this way beyond the classic event of the 'first time' we saw it in The Empire Strikes Back. Word maybe got out, maybe this is the thing to do when you really dislike someone and you have the money, means to do so.. and show off your prowess to your enemies and scared them.. not to mention the galaxy is a big place other could have tried it and done it before we saw it.

The scene makes it clear that the issue is that Vader had them jury-rig the carbon freezing device out of machinery used for industrial use. It didn’t imply the process was new, just that Vader had them use equipment not meant for the task.

C3PO is immediately familiar with the process, and despite being the galaxy’s biggest drama queen, doesn’t seem that concerned.

They use the facility to freeze things, not people. So using it in Luke or Han might kill them.

And C3PO wouldn’t know that Han will be well preserved unless the process was well know and understood.

It's one of those things where you either get it or you don't. But you can't explain it to someone who doesnt. I don't mean that in a snide, insulting way. Just generally it "clicks" for some people and not for others.
