It all started with Bas. He did it in Pancrase where throwing punches with closed fists was not allowed. He invented a technique where he slapped guys with his open hand unconscious. Watch one of them Bas-Frank Shamrock fights and you know where the Stockton Slap originates.

No, but they certainly incorporated them into their overall fight system before modern MMA and Pancrase were around.

The guy narrating the above vid (Rorion Gracie) actually taught me the proper way to slap someone in a street fight, with maximum leverage and minimal damage to your hand, back in 1991. I shit you not. And yes, I am that old.
 
No. The Stockton Slap is used to frustrate and demoralize an opponent. Pancrase slaps were used because strikes with fists were illegal.
