It means Rampage was walking around his neighborhood and he wasn't wearing a shirt while doing so.
When someone takes their shirt off during a confrontation it means that they are ready to fight, Page is saying that he is walking around on Mo's hood with his shirt off to insinuate that he is disrespecting Mo while also challenging him to a fight
