I have to imagine at this point, with judging being universally questionable EVERY card, that betting plays into them remaining exactly where they are. Somehow nobody has been fired, reprimanded or publicly castrated? PPV sales are down, down, down. UFC has their hands deeeeeeep in the betting world.

Yeah that's what it has to be. There are 2-3 judges who are consistently on cards, who have been doing shady stuff for a decade plus. They're definitely all working together.

Not every bad decision is an all-time robbery or even a plain-old robbery. 29-28 Bukauskas is a pretty fucking ordinary bad scorecard. 30-27 Bukauskas is an especially bad scorecard, but even as a scorecard it's nowhere near all-time levels of terrible; it might be top-five worst of the year by the end of the year, but more likely it won't be.
