While Barr’s letter to Congress is a four-page summary, parts of the actual Mueller report may still be released.
But some material in the report can’t be made public. For example, grand jury information and proceedings are secret under Rule 6(e) of the Federal Rules of Criminal Procedure and can only be disclosed under certain limited circumstances.
The Justice Department is going to have to carefully review Mueller’s report and redact any information covered by the grand jury secrecy requirement. Barr may also withhold information on other “ongoing matters” that have been referred by the special counsel to other Justice Department offices.

By the way, as Mueller has already alluded to if the case moved forward to trial, the FBI is concerned about being forced to expose their intelligence sources and gathering methods. Their hope was purely for a public indictment, because any legitimate attempt to nab Trump would have required full disclosure from them- something that Trump's team would rightly demand and something the FBI was never going to do.
Which is why every single charge has either been for lying or unrelated financial crimes. The FBI exposes little if any intel. And not only that if we take Manafort for instance and his involvement with Ukraine- well guess what the Hillary campaign head's brother Tony Podesta was just as involved. So if Manafort is charged with acting as a foreign agent then Podesta would have to be as well, thus opening up the investigation into Hillary's campaign. Again, something the FBI was never going to do.
