Nope, Cowboy has only ever been caught with a guillotine by Benson way back in the day, nobody has just taken him down and finished him. Khabib wouldn't be able to either especially back in 2014/15. He couldn't finish Barboza and had to beg MJ to quit before getting the finish but he'd finish Cowboy on the ground? Yeah... No. Cowboy is way better off his back than RDA is, did Khabib finish that fight?
