Whatever the particular school/instructor wants them to signify.
Generally speaking, they are loosely supposed to represent varying "degrees" of that belt, to indicate something about progression.
So, a blue belt would be newer and less experienced than a blue belt with 3 or 4 stripes (in that one school).
Some people give them for time on the mat and training. Some people give them for doing something particularly well in class. Some people give them for placing at or winning a competition.
And some don't give them at all.
They are incremental steps along the path to the coveted title of Gatekeeper.

This question was prompted by another thread but what do the stripes on the belt signify?
you get up to 4 stripes per belt.
It signifies your progress between belts.
It is not used in all BJJ schools.
It is about 6 months of training per stripe.
It used to be... a lot of people, not the majority, can get a blue belt in a year or so. Even less if they're training a lot and consistent at it.
Hey does anyone know what it means when the part of the belt that you put the stripes on is red instead of black? I've only seen it on higher belts and instructors...
Also sometimes they'll have a white border-like stripe on each end of the section, although I'm pretty sure they aren't actual stripes. Anyone know what they represent?
The black tag is for lower belts.
The red tag supposed to signify instructor status. some colored belt can have a red tag. seems ok for brown belt with red tag...a bit tacky for purple but who am I to judge!
The white borders on red tag supposed to signify that the holder ownes his own school.
I could be wrong as everyone is doing his own things nowdays.
