Stringer had the support and backing of the baltimore commission and could Marlo ate them up systematically. Bell as a wasnt smart enough to be a business man nor fierce enough to be a gangster

If you notice, Stringer was trying to use the game to elevate himself so he could go legit, that's why

At the end, you see Marlo at a party, rubbing elbows with a bunch of rich folks, he accomplished what Stringer tried hard to achieve, but he didn't want it, he wanted to stay in the game.



With that said, I hate them both. They had no code, and no honor. Avon was the man, he gave back to the community, he stuck to codes like "Sunday truce". A man, no matter how bad, without some sort of values is lost; even in prison they have codes.
