Dan's essentially a joke character that came from the Street Fighter Alpha series. He's a light dig at Ryo from SNK's Art of Fighting series which was developed by the creators of the original Street Fighter, with Ryo being a homage to their creation Ryu. Dan's fireball is one handed and can only travel immediately in front of him, he got beaten by Sakura who was a girl that started training under him to learn more, he's a overconfident goof, etc. Basically a character perfect for a comedian to play.

Tbh there's no reason Dan can't be there, his story starts even before SF2

Ideally he could make an idiot cameo during Ryu/Ken training at their dojo wich would be right

If anything not sure why they wanted give him a stache since the "stache-Dan" is another character, not Dan but his father that get killed by Sagat before SF1 days

Koji is playing Ryu.

Simu Liu, the Shang-Chi actor, is not part of this. He is currently shooting (or finished shooting his part in) Avengers: Doomsday in the UK.

I like the Zangief casting, guy playing Ken also instantly started training and bulking. Still has the feeling of they threw darts at at some names and boom here is the cast especially after seeing the cast picture.
