His acting in TNG didn’t fit, it was like early Ed Wood level bad. He probably was just an old school actor who had no context for sci fi, so he just hammed it the fuck up. If you watch his scenes he’s truly out of place, just terrible

Pulaski was one of the worst characters on that show. Almost as bad as Wesley.
