He has tats on his arms but hair wasn’t groomed like that.. he looked disheveled. But yeah, looks like same dude. I mentioned earlier, I was talking to him across a hallway (safety thing)..,, I was in a stairwell with some cover. He was in the doorway with a dark room behind him.

He does have Tattoo's on his arms.

The fork pick, I can't imagine someone going to that much effort to fabricate a story of trying to assist someone at this point.
