Yes, because other countries, especially underdeveloped ones like Dagestan, are more prone to corruption.

Hell, Dagestan isn't even a safe place to travel to.

right now, RUSADA are probably the most careful of all the agencies to be honest. Theyve got multiple staff from other countries embedded in them to ensure they are compliant

Its pretty simple, USADA are in a big connected computer system with every other national anti doping agency in the world. UKAD (UK), AFLD (France), CCES (Canada), RUSADA (Russia), etc etc etc

If they want a fighter testing, they raise it in the system, if the fighters location is in France, then AFLD conduct the test, if hes in Ireland, Sport Ireland conduct the test, Finland, Finnish anti doping, Dagestan, Rusada, etc etc

Its really not very complicated.




As for location. Fighters have to submit (to the very same computer system)

1) Overnight location

2) Normal place of training and hours they are normally there

3) Normal place of work and hours they are usually there

(Contrary to what people on sherdog tell you you dont have to give them your location 24/7, only those three things. Overnight location, place you train, place you work)

Generally testers will just turn up very early or very late at your overnight location.

If you arent there and cant be found, missed test, three in a year, ban.

no fucker is watching China, Jamaica and Kenya...

Right now, at this moment in time, RUSADA are probably one of the more careful ones, every bugger is watching them.

they can show up to ask any one any time any where.

one time a usada showed up to a black tie event when lindsey vohn was with tiger woods and made her give a sample.
 
I'm guessing they farm out some sample collection to nearby accredited professionals similar to how TV network news has affiliated cooperating local staff help with some regional reports.

I think I've seen interview back in 2018 or maybe in 2017 in which Khabib said that he spends more time in US/other countries than in Russia.

Training in the US is a big disadvantage. It is a lot easier to cheat outside the US. Everyone knows the Russian fighters are likely cheating, especially Khabib. This is home of state sponsored doping. That’s why USADA gave his training buddy a permanent ban recently. They know what’s up but have no real clout in a lot of those places to ensure any legitimate testing. Let’s be real for a moment, who in their right mind ever steps foot back in Dagestan once they can come to the US?
