Rumble was saying that he would stay ready in case someone got hurt. It was also reported that the UFC offered Rumble the fight.

Did Rumble turn it down? Did Jones duck Rumble? I think both are equally likely.

Rumble might have not wanted the fight since it's not for the title because he knows he's up there for title contention and will probably be next for Jones after Jones most likely gets his belt back.
Conversely, Jones might be ducking Rumble because its too risky for a non title fight.
