Cruz is a first-term Senator in his first year, and he alone is responsible for shutting down the federal government. This was also when Democrats still ran the Senate, with Reid as the majority leader.

Long story short - Cruz organized Republicans to have a federal budget that didn't include funding for Obamacare.
Obama refused to sign the budget, saying he'll sign one when it includes Obamacare funding.
The stalemate went beyond the budget deadline, causing a 'government shutdown' which actually 83% of the federal departments recieve funding, because they're labeled 'essential.'

There's plenty of blame to go around for the government shut down, but making a budget the includes defunding Obamacare without an alternative was a non-starter and Cruz and the GOP knew it.
So, if the roles were reversed in the Bush administration and Pelosi offered a budget that didn't fund the Iraq war, Bush said fuck off, shut down the government, and demanded a budget that funded the war.... Pelosi would be to blame for the government shutdown.

With all this in mind, it doesn't change the fact that Obama had a budget on his desk, before the shutdown, and refused to sign it.
You may agree with him about not signing it. That's fine. But the fact remains he could have adverted the shutdown by signing the Obamacare-less budget.
