Make sure you download the templates to your phone. They are clear background .png files. Open Picsart and open your background image. At the bottom of the screen, scroll to "Add Photo" and click it. Navigate to your png template, select it & then hit the check mark. This will "important" that png on top of your background image where you can resize, trandform, and place it..

So try & trouble shoot from the standpoint of how it's being saved to your fone. The way you are describing is how I’ve always done it and still am. For some reason, since the last iOS update, my templates that are stored to my phone all have the white bordering. This is how it looks following exactly how you describe:

I have found a fix. After reading the Apple discussion on how the iOS 13 update made it so all images you save convert to JPEG, here is what you can do. Download this app. It works just like PicsArt. You can use the free version.

Us the AI cutout function and open the template from camera roll. Then hit next and choose the option to save as a png. That image will now be a png. You can either choose to shoop with this app, or you can shoop with PicsArt. It fixes the template for PicsArt as well. I may play with the saving as a sticker function so they are separate from the jpegs on camera roll.
