The bout order hasn't been finalized. Just because it shows up in the second slot doesn't mean it'll remain there. That list just shows the main along with the rest of the fights that've been inked. Order is random.

Yeah it's definitely a very perplexing out of place match. But I guess it was either give him a fight because they're contractually obligated too, or release him to move on to fight somewhere else as Shogun has stated he wanted to fight at least once more. So they just gave him OSP to maybe get a win back where OSP is also not looking great these days. So at least you're not just sending the guy to his doom.
