That's incorrect. The farmers were affected. You can effect change; your attitude can affect your ability to effect change. Affect is a passive attribute. The farm land was affected by the drought. Something happened to the land. Effect is an action. To effect change, land use management must change or farmers will continue to feel the effects of drought. The farmers must take action or the drought will cause them trouble.

Don't forget they can both be nouns.

To me it's easiest to think of it as affect being a verb and effect being a noun. Then deal with the "exceptions" from there. And that's basically that "affect" as a noun refers to emotion and "effect" as a verb means to bring about. Pretty sure I still fuck it up.
