Ronda Rousey was one of the biggest stars in the UFC, unfortunately she ran into Amanda Nunes, as did Miesha Tate and Holly Holm, and even Cyborg.

Poor Uncle Dana had to endure Amandas reign for many years, ruining any marketable prospects and driving the womens division into the ground.

Ronda went to the WWE to headline Wrestlemania and make millions and become an even bigger star and household name.

Now Amanda is gone Ronda should 100% make a comeback. Conor might never fight again unless he gives up his massive cocaine addiction, Jones might retire if he beats Stipe as LHW/HW GOAT, the UFC is seriously lacking star power.

They could easily give Ronda some easy fights (Holly now on a losing streak) and a fast track back to the belt. She was so dominant during her time and people loved her, or loved to hate her. She is, was and could still be a huge star and deserves redemption from the terms on which she left the UFC.

I think it depends what Ronda wants. If she just wants to return to leave on a win, then she can get one of the top 15 girls she matches up well with, throw her as main event for UFC 300. If she really wants a title, then they probably should put her in with Pena or something, but that'll be pretty challenging.
