Refs need to break up the clinch much sooner

I'm watching Khabilov vs the russian and Khabilov is just holding him against the cage. Almost 2 whole minutes where Khabilov does absolutely nothing. He doesn't look to advance position. Mostly because the other guy is holding his wrist but it's still a stalemate. The ref waits for a whole minute of nothing to tell him to start working. Then waits another minute for another warning. I just think refs should be a lot more vigilant with breaking up stalemates in the clinch and they should do it alot quicker. Guys like Covington or Khabib never feel like they're stalling because they are always moving and working. IMO
