It's been used for a bit, with mixed results (I remember some Sea Shepperd Eco-terrorists laughing at some other countries Coast Guard trying to use one on them).

That said technology improves, and wouldn't suprise me if the US had something next Gen and nastier, as in something with a select fire switch with "less than lethal" to "permanently disabling and possibly lethal"
