First off, we can't say for sure who was on what before the new testing policy, that's a fact. So to be fair, we have to just consider all those fights more of an entertainment than a contest because of the way those organizations work, mostly by who has the bigger mouth and not by a legitimate system. Secondly, asides from the HW's, very few fighters fight at their natural walking weight without extreme dieting, so that right there is a copout from fighting your own size. The truth is, in a real fight--that's how mma and UFC started-- we saw people fighting without restrictions to size or weight, which is the true test for who the real goat is, but lacked the real drug testing, so again saying a goat is not accurate because we don't know who was/is a true warrior who wanted to see how good he really is, and who was a cheat! As for someone who will say PED's don't make you a champion, I tell you this, they might not, but they sure will give a huge advantage and inject motivations into your blood stream! Example, if you have 2 top equal athletes, you know that he who has the juice in his blood will win, you can watch or read many documentaries on the subject if you google it.

Does anyone agree or add or disagree?

In the Dark Age of the UFC, when almost everything was authorized, I think cheating / PED was a totally legit strategy to win a fight.
Nowadays, alas, the UFC pretends to be a sport (someday they will militate for the Olympics...) but it's still a pure entertainment without all the rules which turn a game into a sport. If it's a game, why don't authorize all cheats, brings sticks, chains, sledgehammers and let the guys entertain us like TRVE warriors?

So, I can't disagree with you more. The sport has rules and has had them for quite some time. It hasn't been just entertainment at any time as far as the UFC goes. All fights in MMA, besides some of the Pride fights where guys were paid to take a dive, are contests between two individuals working from the same baseline. If one guy has the opportunity to cheat without consequence so does the other. So if someone is at a "disadvantage" because of his/her ethics and/or longsightedness then that isn't necessarily a true disadvantage.

I'm glad the new testing is in place, we have seen it impact the sport but guys like Jon Jones, Demetrious Johnson and even Anderson Silva shouldn't be taken out of the conversation for who is the greatest fighter at a division all time or pound for pound all time. Guys like Chuck, Randy, GSP and BJ shouldn't be held out of consideration either, just because the sport is at a place where it can better manage PEDs and other rules.

Overall I'm saying I refuse to forget the past two decades of fights because the sport is in a better place today. Now due to the fact that the sport was so young and is still very young I think that no ones perch atop a division as it's greatest of all time is safe. That being said it's still a fun and legitimate conversation to have.
 
Jones is the GOAT now bar none. I think it had to be Fedor, then Anderson and now Jones if you are going by when they were active.

Pound for pound or just the guy who could beat everyone regardless of weight, yes. However, I think it's fair to have conversations about who the best ever in a division is and that leads to several people being considered the greatest of all time in multiple weight division.

I like Lytle a lot but he's not really in the discussion, he has never been the best fighter in his weight class and was dominated several times by fighters who are also not in the discussion. He might be the greatest person to ever step foot in the octagon but not the best fighter.
