In keeping with tradition, yes. And while it would have my vote, I'm sceptical of how redundant a reaction it would be with what is currently on offer.

The Jennifer Lawrence one gets used quite frequently, but if you want to add that one you'll need either after effects, gimp, or Photoshop to convert it into an emoji.

I don't have the resources to make animated emojis anymore, so the latest one were added by shoop artists. Some of them took 4-5 hours to complete when I was doing them. If your pc can handle after effects then it's a bit easier to manage.
