No, but it's not all his fault.

I don't think that there have been many "Top 20" guys in wrestling, since The Rock left.

In my opinion, our culture no longer creates living legends. Between the bland product that WWE has been since the Attitude Era, to the over-saturation of wrestling on streaming sites, wrestlers just don't matter as much as they used to anymore.

WWE doesn't really capitalise on talent that get over on their own, but push whoever they think is ready for the role, whether they are hot or cold with the audience. John Cena and pre-Bloodline Roman Reigns are good examples of these, two top-end wrestlers who should have been "Top 20", but kept being booed out of the building due to their clumsy booking. Unfortunately, as good as he is, Orton has been in a lot of shit throughout his career, so I'd put him in the same class.

Top 50, maybe, but in comparison to the era and the wrestlers that came before him, he captivated and enchanted very few.
