You can get a great laptop for a thousand bucks.
 
I just got a Lenovo Yoga 2 in 1 ultrabook with 8th generation i7, 16 GB DDR4 RAM, two USB-c/Thunderbolt ports, and a 512 GB SSD for $750. It flies. The deal is done though.

It's fast and becoming the new standard for usb. Stick with it, and with thunderbolt if you can find a computer with it. USB C and thunderbolt transfer rates are the ideal speed you're looking for if you're using large files you want to move around or back up. USB 2.0 will be out the door, even on the cheaper computer models in a year or two, so usb c is where it's at. Even phones are switching to it.

That one you listed is a really great deal for the specs.
What programs are you using? Some programs want all the cores you can throw at it while some only use 4, some are more GPU than CPU intensive, etc.

Can a cheapish laptop/2in1 handle light graphics/3d design work/audio video processing?
I would think for your desired work priorities, a desktop with a huge monitor would serve you better.
 
If you want good bang for buck on laptops that are built for intensive gfx work, look up Metabox.

If you want something cheap and simple that might struggle but will do the job, get a second hand Surface Pro 3.

Your best bet is to go to Newegg.com and get a refurbished computer. A couple of years ago I picked up a nice refurbed Dell with the following specs for around $220.

2.9 GHZ i5 core
Ivy Bridge
8 gigs ram
14 inch screen
Windows 10 pro

I'm a console gamer so this was all of the specs I need. I do run emulators and can run Dolphin Emulator (Wii GameCube) if I want to and can stream HD vidoes with no lag so it's all I really need it for.

You can probably find a nice refurbed MAC there as that will better suit your needs for audio and video processing.

Here is a decent Mac Book pro refurbished for $749.

The i5-7400 is only a 4/4 core CPU, any sort of rendering is going to crush it. Offloading it to the 1060 3gb card isn't going to be much butter.

For light work the 7400 is fine. And if something better is needed in the future can upgrade to the 7600k or the i7-7700k

This all depends on what programs he's using. Even if a program is cpu intensive, it might use less cores but benefits from higher frequencies so you'd go Intel. Some benefit from a bunch of cores but high frequencies doesn't matter so you'd go AMD. A 4/4 shouldn't even be in consideration for a rendering machine or any new machine that does more than web browsing at this point.
