He's a 13 time champ though, would you have him ever catch up to Cena and Flair eventually? It could be a major match, or he can spend his last few years trying to chase it and make a story out of that. Something should be done about that and I honestly wouldn't mind him and Cena going one last time for number 16 but he needs a gimmick change and so does Cena.

Randy is a tough call because he really strikes me as a total d-bag, but the live crowds seem to love cheering for him, and his finisher is super over. He also seems like he just doesn't give a shit. So I think you could go two ways with that: (1) embrace it, have him be just in it for the money and contrast that with feuds with younger guys who are all passionate abut wrestling; or (2) give him something to be passionate about. I don't think you ever get him to 16 title reigns, but he's one behind HHH and that could be set out as something that drives him. He wants to pass Trips. Have him work his way to a title shot in a series of matches only for someone to come out and cost him the title. (Samoa Joe maybe, or someone right from NXT.) In the course of their feud, it comes out that Trips put him up to it to stop Orton from topping him because, "I created you and you're not going to eclipse my legacy." Have Orton have to deal with a couple of Triple H guys (which I think should be a thing anyway) before he finally ties Triple H. Have that win lead to a heel turn where he reverts back to some of that super arrogant Randy from the past, but now with 14 world titles to back it up. From there you can slip into point 1 and have him just in it for the money and not care about anything else now that he's gotten that 14th title reign. Then you have an up-and-comer make a long run at him, using their passion for wrestling as what drives them to topple the great Randy Orton, and finally get the win/title at WM.
