I thought is was from the Paul Heyman Studio 54 deal but it looks like its a Joel Goodhart gimmick from Philadelphia in 1989
Belt appears at around the 35 minute mark, its a good looking piece, shoiulda used that as a replacement for the Big Gold instead of that WWF tag strap

It was from the convention center connected to the Civic Center during Halloween Havoc 1989 weekend.
