I think Jericho had about 8 years worth of built up tension towards Punk, and finally had an opportunity to let fly.
Either that or he's been in two locker rooms with him that he's been a nightmare in. It does make me laugh that he went off on Hangman for not listening to veterans then tells Jericho it's "none of his business" and he doesn't listen to him

Well, this is why I think it's probably a little of both.

When Punk did the Colt podcasts, he took a few shots at Jericho in them, like saying Jericho was bothering him to get a scoop for his podcast and shit like that. Since then, Jericho took little shots like the Hockey story, and the "locker room leader story", and now he actually had an opening to basically say shit to his face, he jumped at it.

If Jericho's willing to get in Brock, Goldberg, and Hall & Nash's faces, Punk's never intimidating Jericho.

I have a harder time believing this. Jericho’s confrontation seems like it would’ve actually lead to a fight. Not sure where that would fit in that night after the shit show with the Elite.

And on top of that, Jericho for all intents and purposes, put his reputation on the line and started from day one.

It's all well and good being a Punk, or even a Bryan, Cesaro, Cole etc jumping over when it's a viable entity flinging money around. If it failed, Jericho looks like a dipshit. So, for him to put work in building it up for some asshole who acted like a dick when he was in WWE, talked shit about him, decide "Hey, I'm in", get paid more, and get everything given to him, have his boss turn round and basically say that this guy is integral to the company, and slobber him with praise and how important he is. Then, he sees this dude running down the company in public.

If I were Jericho, I'd probably take that pretty personally as well. Hell, if all he said to Punk was "You're a locker room cancer, and you're a detriment to the company", Punk got off light.
 
Didn't Punk try and claim to be THE locker loom leader on Raw circa 08 and Jericho (and Edge) laughed at him in front of all the boys?

That's two stories conflated.

The locker room leader story has two versions:

The first being Punk standing in front of the roster and saying "As locker room leader, I'm telling you to pick up after yourselves!" and Booker T responded to that by picking up an armful of rubbish, dropping it on the floor, and saying "Are you gonna tell me to pick it up?"

The other version of it is that there were a speight of items being stolen in the locker room, and Big Show, and Booker said "Come on, we're a family on the road, we can't be stealing from each other. This is gonna stop right now, because we're not gonna tolerate it". Then Punk then stands in front of them and says "If I find out who it is, I'm gonna kick their fucking ass!!" again with Booker saying that he thought "I hope you find that stuff in my bag".

The Jericho/Edge story was at a house show, it was Punk/Jericho vs. Morrison/Edge in a tag match, Jericho and Edge were watching the Olympic Gold Medal hockey match, and Punk is saying "We need to talk about the match", and Jericho/Edge were saying "It's okay, we know what we're doing, we can call it out there", and Punk wouldn't accept that. They got to the match, and Punk refused to tag Jericho in for the entire match. They got backstage, and confronted Punk and he said that Jericho/Edge were "Unprofessional" for watching hockey, and not wanting to go through the match. Edge and Jericho then said "What's unprofessional is going out there and doing what you've just done. There are people out there who paid to see Chris Jericho wrestle, and you took that from them".

Apparently it was after Punk's interview and before Jericho's. The situation with The Elite went down during Jericho's interview, as you can see Tony Khan get notified about it during.

I’ve not cared for him since he acted like Mickey Gall had proved he belonged in the ufc by beating punk, as if punk was a veteran or something.
