The stars ("top talent") have their ultra expensive "safe spaces" wherever they play.

When players decide it is always a combination of many things: Money, how big is the club, how good is the club currently, which coach is there currently, what are the plans in the near future, starting 11 possible or not and so on. Sure some players might value the location very much, but they are a minority from what I've seen.
